Fred Brown - President

Fred Brown is currently the President of Quantum Services. An organization that has provided training, HR software and HR/OD consulting since 1984. He has served as an Organizational Consultant for the Healthcare, Auto, Furniture and Plastic´s industries as well as many small and fortune 500 organizations. Fred is the founder of Quantum Services, 360plusfeedback.com, qsielearning.com and hrinterview.com.

Fred has been helping companies focus on measuring people since his early days as an Industrial Engineer. He has often translated the study of time and effort to the measurements of human behavior. His thesis in 1983 "Alternative Forms of Motivation" a new compensation system based on results of a 10,000-person organization. He also started the first training center for measuring Team and Leader Behaviors for Caterpillar creating "Inner Rater Reliability" between assessors.

Fred has served on the board of several profit and non-profit associations such as, International Management Council, Canadian Epic Data User´s Group, and others. Fred has designed and published over 20 workbooks on Teamwork, Managing Change and Performance Management.

His educational background includes Degrees in the Management of Human Resources, Business Management and Computer Science. He is currently adjunct faculty for several Michigan Universities.

Joe Singer - Senior Consultant

Joe is currently the Corporate Training Director for Lacks Enterprises, Inc. and has been since 1994. He serves as an adjunct advisor and trainer for Quantum Services and has done so since 1993. Joe has also served on various non-profit boards such as the Project Management Institute and SHRM as well as The Council for Literacy.

His educational background includes a BS in Education from Eastern Michigan University, and a MS in Education from Montana State University. He currently serves as adjunct faculty for Grand Valley State University and holds many certifications in the training and organizational development areas.

Tim Nieboer - Senior Consultant

Tim has 20 years of HR leadership experience across a number of industries and 10 years of organizational development consulting experience with a leading training and development firm in West Michigan. He has achieved a Masters degree in management and serves as an adjunct professor at a number of Michigan universities.

In addition to facilitating many training workshops Tim has spoken before groups on Guiding Human Performance, Discovering Leadership, and strategic HR issues. He is certified through a number of training and development organizations including Development Dimensions International and Strategic Success (competency) Modeling.

Tim holds a PHR certification, DDI certification and is Adjunct at Grand Valley State University Seidman College of Business.

Arthur Hoekstra - Senior Consultant

Art is one of the founders of Quantum and has 25 years of HR and OD experience across a number of industries. Art has a firm focus on Business Processes and is one of our leaders in Lean consulting and implementation. He has achieved a Bachelors and Masters Degree from Calvin College.

In addition to his OD work, Art facilitates many training workshops. He is certified through a number of training and development organizations including Development Dimensions International, University of Michigan and others.

Jim Warner - Senior Consultant

Jim has over 25 years of educational experience and working with leaders in small, medium, and Fortune 500 companies. Jim started his career as a teacher and coach in West Michigan and later moved to the manufacturing environment working as an Engineer and Plant Manager.

Jim has been working with Quantum since 1984, first as part-time contractor and now as a full time instructor and consultant. Jim´s recent project has netted over 2 million dollars in savings for our client.

Jim´s educational background includes Bachelors in Science and a Masters in Education.

Chad M. Kettner - Web Applications Manager

Chad has worked in the area of web applications development since 1998. Since joining Quantum in 2002 Chad has overseen the creation of our Elearning site, the LMS and major CBT projects for our auto and healthcare clients.

Chad currently supports one client with over 2000 users of our e-learning system. Chad is past board member of PMI and has a B.S. in Computer Science from Hope College and is pursuit of his MBA from Western Michigan.

Paul G. Holtrop - Senior Consultant

Paul has 20 years of leadership development with strong skills in organizational behavior. He has taught and implemented lean manufacturing technology while leading teams at a Fortune 500 company. He has a broad range of operations experience, holding various roles in engineering, front-line supervision, materials management, logistics management, and production management. He specializes in creating learning organizations emphasizing personnel as well as personal development. Paul´s experience working with cost reduction strategies in downsizing organizations has given him unique understanding of the cultural impact that occurs with significant change. He has developed proven methods for maintaining a positive work environment and achieving improvement in team performance.

Paul earned a Bachelor of Arts degree in Business and Economics from Calvin College. He completed a Master of Arts degree in Educational Leadership and Human Resource Development from Western Michigan University.
